СТАНДАРТИ ІСТОРИЧНОЇ ОСВІТИ США: ВПЛИВ ПОЛІТИКИ ШТАТІВ НА ФОРМУВАННЯ ЗМІСТУ ШКІЛЬНИХ НАВЧАЛЬНИХ ПРОГРАМ K-12 (2019–2023 рр.)

У статті розглядається процес розробки та перегляду освітніх стандартів (frameworks/standards) з історії та суспільствознавства для державних шкіл K12 на регіональному рівні на прикладі штатів Північна Кароліна (2019–2021 рр.) та Південна Дакота (2021–2023 рр.).
Крім того, побіжно аналізується питання ухвалення освітніх стандартів з історії та суспільствознавства на загальнонаціональному рівні. Відзна-чається, що спроби розробки та впровадження подібних стандартів на федеральному рівні не досягають успіху, маючи лише рекомендаційний характер.
Основна увага дослідження зосереджена на розгляді питання перегляду зазначених освітніх програм на рівні штатів. Згадані процеси ускладню-вались політизацією цього питання під впливом широкої національної дискусії щодо расової справедливості та перегляду ставлення американців до власного минулого у період 2019–2023 рр.
Регіональний вимір окресленої дискусії втілився у суспільно-політичне протистояння та політизацію процесу законодавчо визначеного періодич-ного перегляду, обговорення та впровадження складових змісту шкільної історичної (суспільствознавчої) освіти. Розглядаючи приклади Північної Кароліни та Південної Дакоти автор доходить висновку, що спільним для обох штатів при перегляді освітніх стандартів стало питання врахування трагічного досвіду американської загальнонаціональної/регіональної історії. У Північній Кароліні основна увага була зосереджена довкола спадщини сегрегації та рабства. У Південній Дакоті головним предметом дискусії стала тема пригноблення корінних американців та рівномірного представлення історії їх громад в освітніх стандартах штату.
висновках автор акцентує на різниці інституційного впливу на процес перегляду освітніх рамок з історії та суспільствознавства у Північній Кароліні та Південній Дакоті. У першому випадку – критиками виступили республіканці, що визначали пропоновані версії стандартів як «антиаме-риканські» та «непатріотичні». У Південній Дакоті – внаслідок виключення згадок корінних спільнот Oceti Sakowin в ухвалених стандартах освіти штату – критика на їх адресу лунала з боку громадськості штату, представ-ників племен корінних американців та профільних історичних організацій.
