Участь американської дипломатії в міжнародних конференціях з питань біженців (1938 -1952)

У статті досліджується діяльність представників американського дипломатичного корпусу стосовно вирішення проблем політичних біженців під час профільних міжнародних конференцій. Показано роботу Державного Департаменту США та інших високопосадовців країни щодо організації та проведення міждержавних форумів, центральною темою яких були питання, пов’язані з полегшенням долі вимушених мігрантів
Після проголошення на початку 1938 року Президентом США Франкліном Рузвельтом ініціативи щодо скликання міжнародної конференції для колективного розв’язання проблем осіб, які змушені залишати Німеччину та Австрію за політичними мотивами, американська дипломатія стала активно займатися питанням допомоги політичним біженцям, переважну більшість з яких становили євреї.
Після завершення Другої світової війни та початку серії арабо-ізраїльських конфліктів на Близькому Сході американська сторона долучилася до допомоги арабським біженцям в Палестині. Показано, що важливим елементом діяльності зовнішньополітичного відомства США була активна участь в інституційному оформленні міжнародної системи опіки над біженцями, робота американських делегатів на установчих конференціях зі створення профільних міжнародних організацій.
Для написання статті використовувалися опубліковані документи Державного Департаменту Сполучених Штатів із серії Foreign Relations of the United States, матеріали спеціалізованих періодичних видань Foreign Affairs й Department of State Bulletin, спогади очільника американського Держдепу Кордела Халла та щоденні записи міністра фінансів Генрі Моргентау-молодшого. На основі аналізу джерел розглянуто участь американських делегацій у роботі міжнародних конференції, покликаних полегшити долю вимушених мігрантів.
У підсумку здійснення даного наукового дослідження визначено характер та результати американських зовнішньополітичних зусиль, спрямованих на вирішення проблем вимушених мігрантів у Європі та інших частинах світу наприкінці 1930-х – на початку 1950-х років.
