Elisavetgrad “Voice of South” and censorship in the light of russian archival documents

In the Russian Empire government pursued diversified censorship policy on periodicals. It is clear that the study of censorship control over metropolitan periodicals facilitated the good preservation of materials of newspapers editorial offices and Main Censorship Directorate of the Ministry of Interior Affairs. In turn, studying the same subject at the provincial level (in this case – Elisavetgrad) is complicated by the lack of materials of newspaper editors in the State Archives of Kirovograd region. Important information about censorship pressure on a single perennial liberal newspaper “Holos Uga” can be distinguished only from a short “memories” by SP Kramarenko. The document is very valuable due to the fact that the author was not only close to the editors, but well guided in matters of censorship throughout the country. Also with these “Memories ...” you can see that the most effective way to influence the editorial was a system of fines, which only in a few months reached the amount of 8,000 rubles. It should be emphasized that the financial pressure was effective for newspaper “Holos Uga” in 1907–1914, when a significant narrowing of issues and diminished level of analytical publications were observed.
