Bulgarian back-settlers landing the southern Bessarabia under the authority of the Russian Empire during the first half of the XIX century

In the following article political and administrative arrangements are discussed with reference to solving a problem of settlement in the scarcely populated Black Sea steppes by orthodox immigrants, mostly the Bulgarians. To attract immigrants they were promised rights, privileges and benefits which were absent at the place of previous residence. Most rural areas of the empire hadn’t used any of those benefits. As a result, new models of relations between the population and the government were practiced on increasingly populated territories by different ethnic groups. Bessarabia as a new province became an element of new spatial organisation.
Using legislative and executive machinery Tsar’s Government tried to keep fundamental tenets of the feudal system in Romanov’s monarchy. Such policy was connected with the attempt to preserve the Bulgarian commune and with the integration of strong esprit de corps for the local state administration and the community including general police and fiscal functions.
The article « Charter as for colonies of foreigners in the empire» is analysed in the research, which reflects the content of national ordinances and manifestos with their changes and supplements issued from the middle of XVIII till the middle of XX century. The reason for the Charter was necessity to practice state administration, to manage complicated processes among different segments of the population who had the foreign colonists’ status.
The Charter reflected the aim of the Russian Empire to enable agricultural development at a great number of the southern steppes and increase the farming profitability in the given area. On one hand, the Charter took into account definite elements of traditional Bulgarian culture. On the other hand, it was an instrument of implementation of the Bulgarian back-settlers’ social traditions to politico- administrative zones of the empire.
