KATERYNOSLAV CITY GOVERNMENT IN THE CONDITIONS OF INCREASING PARTY-POLITICAL STRUGGLE (1917-1918) (according to the materials of the periodical press)

The purpose of the study is determined by the specifics of the problem of the «implanted» Soviet legacy of the Ukrainian quasi-state in the years of the first Soviet decade. The working conditions of the social and political apparatus of Katerynoslav (1917-1918) in the form of the «old» Duma and the Katerynoslav Council of Workers’ and Soldiers’ Deputies (RRSD) are analyzed. Methodological basis Comprehension of the logic of the development of the sphere of urban self-government of Katerynoslav is impossible without the use of an interdisciplinary approach, which includes approaches developed in historical urbanism, sociology, and political science. The work uses the principles of historicism, objectivity, and a social approach. The scientific novelty is that among the «failures» in historical memory according to modern criteria, there is the history of Ukraine of the first Soviet ten-year anniversary1 , which should be reconsidered in the context of the activity of the apparatus of social and political the authorities of Katerynoslav during the period of exacerbation of the party-political struggle in 1917-1918. Conclusions. The study of the nature of the clash of the social and political apparatus of Katerynoslav in the form of the City Duma and the Council of Workers’ and Soldiers’ Deputies during the period of aggravation of the party-political struggle in 1917-1918 gives grounds for asserting general democratic processes in Ukraine during the municipal election campaign.The election procedure in accordance with the government resolution «On conducting public city Duma elections and district city administrations» (from April 15, 1917)2 recognized the rights of self-governing structures inherited from the Russian Empire, and the state-political acts of the Ukrainian Central Council officially established the activities of local self-government, violating only questions about Ukrainization and reorientation to the Central Rada. However, the organized armed uprising of the Red Guards strengthened the bodies of the Bolshevik authorities of Katerynoslav, and succeeded in redistributing political and administrative powers at the level of the city. It should be noted that the undermining of city self-government bodies was primarily aimed at undermining the authority of the Ukrainian Central Rada.
