THE PROBLEM OF UKRAINIAN REFUGEES IN GERMANY AGAINST THE BACKGROUND OF THE EVOLUTION OF ATTITUDES TOWARD MIGRANTS: FROM THE EARLY MODERN PERIOD TO THE PRESENT

The article explores the problem of Ukrainian refugees in Germany through the prism of historical evolution in European migration policy and social attitudes toward displaced populations. It situates the contemporary refugee crisis within the longue durée of mobility, tracing how confessional migrations of the sixteenth and seventeenth centuries, the displacement after the world wars, and the late-twentieth-century guest-worker programs shaped the Ger-man institutional approach to migration. The author argues that Germany’s current response to Ukrainian refugees represents both a continuation and transformation of its humanitarian tradition: while the Temporary Protection Directive of 2022 offered unprecedented legal guarantees, the integration process exposed structural inequalities in access to employment, housing, and education.
The study emphasizes the interplay between legal norms, political rhetoric, and public opinion in defining “deserving” versus “undeserving”
from the Middle East or Africa. By combining historical and sociological perspectives, the article demonstrates that the German experience reveals a dual logic of solidarity and selectivity—an oscillation between universalist humanitarian principles and pragmatic socio-economic constraints.
